High Level Dialogue
The first phase of the dialogue took place on Tuesday, 24th June 2025, at Rift Valley
Hills Resort in Kabarnet Town.
Kabarnet & Marigat Clinics
On 25th June 2025, two sub-county land clinics were conducted in Kabarnet Social Hall and Marigat Sub County Offices. These provided walk-in sessions where community members directly engaged with land experts.
Mogotio & Eldama Ravine Clinics
On 26th June 2025, the final sub-county land clinics were conducted in Mogotio Sub County Offices and County Revenue Offices in Eldama Ravine. This marked the final day of the dialogue and paved way for reporting and response strategies.
Highlights from the Baringo County Dialogue
many residents lack a clear understanding
of land laws, succession processes, and planning frameworks, leading to disputes,
delays and exclusion from formal systems.
The land clinics enabled meaningful, one-on-one interactions that demystified
complex land processes and fostered trust between professionals and communities.
Conflicts between county and national land officers
undermine coordination and confuse communities. Clear delineation of roles is
essential.
Challenges related to land adjudication processes, succession, missing records and
boundary disputes, were noted in all four sub counties, pointing to systemic
weaknesses.
Long-standing grievances and delays in group ranch/women’s group’s land
registration highlight the need for specialized technical and legal support for these
areas.
Towns like Kabarnet and Marigat should grow organically before seeking city status under the Urban Areas and Cities Act.
